Harrisonburg City Public Schools (HCPS) offers a variety of services for preschool children aged 2-5, with and without disabilities. HCPS uses a single-point-of-entry system; by completing one application you can be considered for all of the following programs.  Additional information may be required to determine eligibility for specific programs.

Virginia Preschool Initiative provides full-day classroom instruction for 4-year-olds from families with limited financial resources or Adverse Childhood Experiences.  Children with disabilities are included based on the recommendation of their Individualized Education Plan team.  There are VPI classrooms at Elon Rhodes Early Learning Center and Keister Elementary and school bus transportation is provided.  Additionally, VPI funds pay for scholarships for eligible children to attend several local child care centers.

Shenandoah Valley Head Start provides full-day classroom instruction for 3- and 4-year-olds from families with limited financial resources or Adverse Childhood Experiences, with school-bus transportation provided for children who live in designated neighborhoods of Harrisonburg City.

The Early Childhood Special Education program provides specialized instruction and therapy services to children aged 2-5 with an identified disability per the Individuals with Disabilities Act.
